  The Independent Projects Trust (IPT) is publishing this third edition of insight@ipt in an attempt to generate debate and discussion on the Independent Complaints Directorate (ICD), a statutory body under civilian control that is tasked with being the watchdog of the South African Police Service (SAPS).
   
• The Issues and Challenges, according to the ICD
  The issues and challenges for the directorate are discussed as well as the proposals made by the ICD. This is followed by comment from the IPT.
   
• The View of a SAPS assistant commissioner for legal services
  SAPS assistant commissioner of legal services in KwaZulu-Natal, Tommy Reed who takes issue with the ICD for wanting additional powers and more clout.
   
• The View of the South African Police Union's KwaZulu-Natal regional secretary
  South African Police Union regional secretary for KwaZulu-Natal, Bill Dennis, who comments on the number of bodies in place to investigate the police.
   
• The View of a Sociology lecturer
  University of Natal sociology lecturer Monique Marks, who states that a key mechanism for changing behaviour is the constant awareness of being watched by outside bodies.
   
• The View of the Centre for the Study of Violence and Reconciliation
  David Bruce, a researcher in the Centre for the Study of Violence and Reconciliation's Criminal Justice Policy Unit, who conveys the view that the ICD should be an independent accountability mechanism to ensure the effective prevention and investigation of police crime and misconduct.
